The Solomon Islands Ombudsman is appointed under section 96 (2) of the pdf Solomon Islands Constitution (506 KB) to have oversight role over the administrative conduct of public bodies such as Government Ministries and Agencies, the Police Force, the Correctional Services, State Owned Enterprises, Provincial Governments, the Honiara City Council (HCC) and statutory offices and commissions.

The administrative conduct of Contractors and appointed Agents of these public bodies also fall under the oversight of the Ombudsman. This oversight role and jurisdiction is afforded by two legal authorities that are the national Constitution and the Ombudsman Act 2017.

According to the pdf Ombudsman Act 2017 (1.83 MB) , administrative conduct means any of the following:

  1. An administrative decision or action and;
  2. A failure to make an administrative decision or take an administrative action and;
  3. The adoption of administrative practice or procedure.
